Arbitrum DAO Proposal

• Original proposal submitted by a community member for 400-1.2M ARB tokens for the Roman/Alexey fund
• Proposal was deleted after some delegates expressed legal concerns
• New joint proposal being drafted this week to also include a donation to Coin Center
• Would be one of the largest DAO to DAO donations via Juicebox
• Current Roman/Alexey NFT cycle ending in 2 days, but project will stay open for future donations
